Gaspar Rivera, the applicant, told commissioners the team responded to many prior recommendations by reducing perceived mass, adjusting colors and materials, and raising the foundation 24 inches. Commissioners pressed him on rooflines, window patterns and the perception of mass on the Bournett frontage, with several members asking for additional windows, changes to porch railings, and consideration of alternatives that would better align the new homes with neighboring historic structures.
Several commissioners suggested the applicant return to a design review committee or provide simpler sketches that focus on massing rather than complete construction drawings. Commissioners also noted that the current plans show three bedrooms and three and a half bathrooms, and they asked the applicant to reconsider programmatic decisions that affect overall building size.
A motion to approve concepts 1 and 2 with staff stipulations passed on roll call. Staff reminded the applicant the approval is conceptual and that final design and any required variances would need further review.
Next steps: applicant may return to the DRC/DRC or to staff with updated sketches and details; staff will condition further approvals on adherence to the stipulated items.
