Commission approves design review with stipulations after debate over materials and preservation of historic clock

Commissioners reviewed a proposed riverfront project and questioned the applicant about material choices, pedestrian circulation and the preservation of an adjacent historic feature identified as the Hersburg Clock.

Staff and the applicant discussed alternatives to the material the applicant proposed for a large visible element and emphasized the need for samples and installation details. The applicant said the design team is exploring metal panel alternatives and will supply material samples for staff review before final permits.

Commissioners specifically asked what protections would be in place for the Hersburg Clock, which sits immediately adjacent to the property. The applicant said the clock would not be moved or covered and that the project would adjust a small plaque at ground level so sidewalks and curb modifications meet code while preserving the clock; the applicant offered to coordinate protective barriers or temporary enclosures during construction.

Accessibility questions focused on whether ramps and routes would provide direct access to the river and where the nearest public elevator is located; staff and the applicant said the nearest public elevator is offsite on Houston Street and estimated the walking distance as at least 100–200 feet. Commissioners asked for signage and directions to be included in the site plan if the internal ramp does not reach the river level.

The commission approved the project with staff stipulations, including submittal of materials samples, a protection plan for the Hersburg Clock, and adjustments to circulation details. Commissioners reserved the option to have the applicant return to the commission if more visible materials are proposed.

Next steps: staff will condition permit issuance on receipt of the stipulated materials and preservation measures and will notify the applicant of follow‑up requirements.
