City staff said the CPST fund—financed by the local penny sales tax collected from residents and visitors—was an appropriate funding source for the improvements because it spreads project costs beyond property-tax payers. "This is a better way for us to be able to fund projects as opposed to just out of the property tax base," staff said during the presentation.
Council members voiced support for matching the center's interior improvements with exterior repairs and approved the resolution on a unanimous vote. Staff noted that some projects on the broader capital list had already been approved in separate actions; this resolution specifically funds the parking lot, lighting, painting and kitchen work at the community center.
