Finance staff asked the council to approve interfund transfers (agenda item 72A) to cover overages in the golf enterprise fund and the streets/highway-user fund. Linda, the staff presenter, said the golf fund contained an approved mower purchase (she cited a $60,000 figure during discussion) and that some encumbrances were not rolled forward during the budget process. She said the city will cover the shortfalls from contingency and move budget lines to correct the accounting. Council then voted to approve the fiscal-year 2024 interfund transfers (72A).
Council also approved appointments and licenses. The council voted to appoint Joshua Adams to the Public Safety Personnel Retirement Board (term to June 30, 2026). It unanimously approved a Series 12 restaurant liquor license application for Steer 89 (applicant listed in the packet) and adopted Ordinance 73324 to sell a 0.05-acre Rim View parcel at a stated price of $8,500.
Multiple capital contracts were awarded or authorized. Council awarded the Page Municipal Airport Runway Safety Area grading project (Phase 2) to the recommended low bidder and authorized the mayor to sign the contract; staff said the work is funded by FAA Airport Improvement Program grants. Council accepted a low bid for the senior-center renovation (Community Development Block Grant funds) and authorized a $279,450.19 contract with Mountain States Contracting. It also awarded the Border Street improvement project to Mountain States Contracting (low bidder) and authorized contract signature for that street project.
On consulting and equipment, the council approved an authorization for CNS Engineers to provide construction-management and grant-administration services for the airport grants (AIP 44 and 45); a recusal was noted on the record prior to that item. Council authorized the city manager to purchase a used D6-equivalent bulldozer not to exceed $195,000 to replace aging equipment.
