Page City Council authorizes airport engineering services contract; councilor recuses

The Page City Council voted to authorize consulting services with CNS Engineers Inc. to support Phase 2 of a runway grading and lighting project at the city's airport, officials said.

Kyle, speaking to the council, described the item as an authorization to ensure the city has a contract with its consulting engineer for the project funded by a Federal Aviation Administration grant. "What you have before you is just as the title says — it's an authorization of services for CNS companies; they are a consulting engineer that provides engineering services at the airport. This is specifically for our Phase 2 runway grading project with the PAPI and VASI lights," he said.

The council asked whether Phase 1 had been completed without problems; Kyle said Phase 1 had no issues and explained the project was split into two phases because of grant limitations.

A council member moved to approve the general airport consulting services contract with CNS Engineers Inc. The motion was seconded and carried by voice vote. Councilor David Auggie announced a recusal: "I indicated to Cindy earlier that I have to recuse myself on this one … due to my daughter working for CNS." The motion carried unanimously among members present, with Auggie recused and Councilor Steven Kidman recorded as excused during roll call.

The authorization gives the mayor authority to sign the authorization of services and formalizes the city's relationship with the consulting engineer so work funded by the FAA grant may proceed.

The council then moved on to canvas election results and related recount actions.
