Commissioners pressed staff on water handling and noise limits; staff said the city’s conservation guidance for car washes usually requires 50 percent recapture but recommended an 80 percent standard for this case to reduce pollution and freshwater use.
Neighbors and a nearby operator urged denial. Gary Stenendt, who said he operates a car wash nearby, told the commission, "Ese vecindario no está en favor de otro lavado de carros," citing saturation, local traffic and concern that not all neighbors received notice. Residents also raised noise and safety worries.
Applicant representatives described operational controls: an enclosed tunnel design, a four-tank water-reuse system and sediment traps cleaned monthly. A representative said the facility is "designed to limit noise" and that 80 percent of wash water would be captured and recycled. Commissioners also noted that the city's noise ordinance (Chapter 21, Article 3) sets decibel limits measured on adjacent properties.
After debate about the concentration of existing car washes on Blanco Road and the sufficiency of environmental protections, the commission approved the rezoning by roll call (6 yes, 5 no). The approval is a recommendation to city council; the applicant has up to six months to pursue a council hearing.
The commission attached conditions and discussed directing staff to verify the proposed water-recapture and monthly maintenance requirements and to confirm noise mitigation before the item advances to the city council.
