According to the meeting summary, the engineer noted that "there's some cracking but all the cracks are are very small in in width" and that comparable tanks show similar patterns of cracking. The report recommended a set of maintenance measures — including applying a membrane to seal surface cracks on the roof, adding insulation on exposed faces, and routine monitoring — rather than immediate full‑scale structural remediation.
Staff discussed the option of performing a core‑sample test to verify concrete strength; the transcript records an estimate of about $5,000–$10,000 for such a test (which requires coring a sample and refilling the hole).
