Union City Borough Council approves canoe launch contract, removes lien and awards Renaissance grants

Union City Borough Council unanimously approved several local projects and routine financial actions at its Aug. 27 meeting in First Global Methodist Church.
The council voted to remove a borough lien of approximately $2,690 on 121 East High Street after the property was donated to the Erie County Landbank. Councilor Kerns moved and Councilor Steadman seconded the motion to remove or satisfy the lien for the full amount; the motion carried unanimously.
In recreation improvements, the council accepted a $16,679 quote from Construction Services of PA for installation of a canoe and kayak launch at the American Legion ball field, contingent on receipt of an easement from the American Legion. Two quotes were reviewed; Blum Property Services, LLC quoted $18,541.50. Because the project cost was under the $23,200 threshold, formal bidding was not required.
Councilors also approved seven Renaissance Grant applications covering an aggregate project amount of $60,606 and requesting $23,600 in grant funds. Borough Manager Cindy Wells told council there is currently $90,547.35 available in the Renaissance Grant fund and recommended approval on the basis that the proposed property improvements would help fight blight. Councilor Steadman moved and Councilor Osborn seconded the motion; it carried unanimously.
The council passed a resolution accepting the Erie Area Council of Government (EACOG) audit report as reviewed by the COG members. A motion to accept the audit report was moved by Councilor Osborn and seconded by Councilor Steadman and carried unanimously.
Other routine business included approval of the agenda, earlier meeting minutes, the Secretary’s Report and the payment of unpaid bills; each of those motions carried unanimously. The meeting was called to order at 6:00 p.m. by Councilor Joyce and adjourned at 6:19 p.m.
The borough manager also announced upcoming events and deadlines, including a public hearing on an amendment to the zoning ordinance to be advertised as required and a Sept. 13 kickoff event for park and trail improvements tied to the Erie‑to‑Pittsburgh trailhead. The council set its next meeting for Monday, Sept. 16, 2024, at 6:30 p.m.
