Tom, chair of the CCSWA, told members the authority’s $115,000 regional services (OPM) grant is about "50% spent at this point" and that the group secured an extension that moves remaining work into the fall, relieving consultant scheduling pressure.
The chair said the member survey returned responses from 15 of 16 municipalities and showed two leading priorities: exploring a group solution for municipal solid‑waste collection and disposal, and developing diversion and outreach programs. "The development of the diversion and outreach programs I think is probably the lighter of the two lists there, but it's something I think we can definitely see some real progress on in the next few months," he said.
Pauline, the staff lead covering for Robin, gave a staff update. She said interviews are scheduled next week for a regional education/outreach coordinator. Pauline also reported that the SMM food‑waste grant has been signed by Matt Hart and is awaiting a countersignature from Commissioner Katie Dykes, which would allow implementation to begin in the upcoming fiscal year. "We just got the grant from DEEP. Matt Hart just signed it, and we are awaiting for Katie Dykes' counter signature," she said.
Pauline added that the RSG portion of the work received an extension to September 30, providing additional breathing room after a compressed schedule earlier in the year. H2M will circulate a written update summarizing the member survey, branding work (new logo and the tagline "regional solutions, sustainable future"), and proposed GIS and infrastructure mapping to be hosted on the authority’s website.
Tom said CCSWA has started active hauler engagement and listed meetings held with Casella Waste Systems and Quantum/Circular Services in Southington, and a planned meeting with USA Hauling in Enfield the following day. He framed these vendor discussions as central to identifying regional implementation options for hauling, recycling and food‑waste collection.
The meeting closed this agenda section with procedural next steps: H2M will email a written report to members, staff will proceed with interviews for the outreach coordinator, and members will continue hauler engagement and planning for pilot diversion projects.
