Parker council adopts new fees including garbage admin, backflow compliance and cemetery charges

The Parker Town Council voted to adopt a revised schedule of fees and rates (Resolution 06-2025), which staff said will be published as required and take effect Aug. 1. The measure was approved by voice vote during the meeting following a public hearing.
Town Manager Nora Yakley outlined the most significant changes: a 10% garbage service administration fee to recover billing administration costs performed by the town’s contractor; a new backflow administration fee and a noncompliance charge for commercial properties required to maintain backflow prevention devices; and a set of new cemetery fees (including bench installation and hand-lowering) that reflect charges the town had not invoiced in many years.
Other changes include expanded senior center rental fees (including the “green room”), library services fees (including passport application assistance and new library merchandising), modest increases to off-duty officer and vehicle rates per state statute, updated park and ballfield deposit rules (a $250 refundable deposit for Aaron Hill Field), parade/road-closure and special-event fees, and increased vendor license fees for daily and 180-day vendors.
Nora said many of the increases bring fees more in line with actual administrative costs and historical usage; several items (grants and capital items) remain contingent on available funding. After public comment (no speakers during the hearing), the council approved the resolution adopting the fee schedule. The resolution will be posted for the required 30-day period before going into effect on Aug. 1.
Vote: Council approved Resolution 06-2025 adopting the Town of Parker schedule of fees and rates by voice vote (motion carried).
