Parker council moves into executive session to discuss building moratorium and town manager agreement; item four tabled

The Parker Common Council voted to enter executive session to discuss the publication of a statutory notice of a town building moratorium and the 2025 employment agreement with Nora Yakley for appointment as town manager.
A council member attending remotely from London raised a question about whether remote attendance permitted participation in executive session. “I’m attending remotely from London, England. So, I would like to verify that I can participate in executive session,” the member said. Other members said they believed remote participation in executive session was not permitted and moved to table item four, the employment agreement, until the full council could be present. The motion to table item four carried (one member was recorded as opposed).
Council then moved, seconded and voted to enter executive session under Arizona statute cited in the record as ARS 38-431.03A3 and later referenced again in a different transcription form. The council took the vote to enter executive session; the transcript records the motion carried with at least one recorded opposed vote but does not transcribe a roll-call tally with names.
Because discussions in executive session are confidential under state law, the public record will reflect only the motion and whether any formal actions followed executive session upon reconvening.
