Union City approves easements, small property purchase, subdivision and meeting schedule changes

At its Aug. 13 meeting, the Union City Borough Council approved several property and administrative items, including retroactive easements, a small land purchase for a municipal gazebo project, a boat-launch easement with the American Legion and a subdivision combining adjacent parcels.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street to allow the borough to install a catch basin and to accept responsibility for two catch basins and approximately 60 feet of connecting pipe; the property owner will dig and maintain a ditch and install a pipe between the PennDOT catch basin and the borough’s basin. Councilor Osborn moved the retroactive easement; Councilor Kerns seconded and the motion passed unanimously.
Council also approved a retroactive purchase of a small portion of property from 8 South Street for $500 to expand Municipal Lot #3 for a planned gazebo; the purchase is contingent on completing a survey and solicitor paperwork. The motion was moved by Councilor Joyce, seconded by Councilor Kerns, and passed unanimously.
Separately, the council approved an easement with the American Legion to install and maintain a kayak/canoe launch on the ball field along French Creek; the project is being funded with grants from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Councilor Osborn moved the easement; Councilor Joyce seconded the motion and council approved it unanimously.
Erie County Planning had approved survey maps for a subdivision to combine a portion of 92 West High Street with 88 and 90 West High Street; council approved the subdivision and signed the maps. Council also agreed to change its regular meeting days from September 2024 through April 2025 to the first and third Monday of each month at 6:30 p.m.; the next meeting dates were announced as Aug. 27 and Sept. 16 (Sept. 2 would have conflicted with Labor Day).
Borough Manager Cindy Wells noted that the borough had received the 2025 Minimum Municipal Obligation (MMO) numbers; the required payment for nonuniform pensions is $48,029 and $0 for the police pension. Councilor Joyce moved approval of the MMO as recorded; Councilor Kerns seconded and the motion passed unanimously.
