Union City Borough approved a $22,295 contract with Mansfield to repair a sinkhole and associated storm pipe damage at Municipal Lot #1 after engineer and contractor recommendations. Councilor Steadman moved the contract approval; Councilor Osborn seconded and the motion passed unanimously.
Streets Supervisor Bob Phillips described the failure: the 24-inch clay tile was compromised beneath a manhole and the borough should reconnect affected lines, replace the nearby catch basin with a larger unit and replace roughly 10 feet of pipe. Bob Carpenter of Insight and engineer Tim Wells advised lining the pipes in sections and replacing damaged tile where necessary.
The council reviewed two written estimates: Mansfield at $22,295 and McLallen Construction at $23,450. Both estimates required the borough to provide a truck during the project. With the Mansfield contract approved, Streets Supervisor Bob Phillips will coordinate scheduling and equipment with borough staff and the contractor so the work can proceed.
The repair is funded from the borough’s streets/public-works budget; council did not record any dissent on the bid selection.
