Union City council approves trail contract, stormwater repairs and broadband application

Union City Borough Council met July 23 and unanimously approved several administrative and capital actions, including awarding the Devereaux Park/French Creek Trail project and moving forward on stormwater repairs at Municipal Lot No. 1.
The council voted to award the Devereaux Park/French Creek Trail contract to Vavala Concrete, which submitted the low bid of $84,774. Councilor Osborn moved to award the bid and Councilor Steadman seconded; the motion carried unanimously. The trail project bid was presented to council as part of the borough’s routine procurement process.
Council also reviewed bids to repair a sinkhole and associated storm sewer piping at Municipal Lot No. 1. McLallen Construction quoted $6,800 and Mansfield quoted $5,000. Councilor Kerns moved, with Councilor Steadman seconding, to accept Mansfield’s $5,000 quote to repair, replace and reconnect the pipe at the sinkhole, with the borough providing the pipes and fittings, pending no other problems; the motion carried unanimously.
The council approved an update to the borough’s Right-to-Know Rules and Regulations to clarify procedures for anonymous requests after a recommendation from Solicitor Wachter. Councilor Osborn moved to accept the update and Councilor Steadman seconded; the motion carried unanimously.
Separately, council adopted a resolution authorizing an application to the PBDA for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough’s Municipal Broadband Champion. Councilor Kerns moved the resolution and Councilor Winkler seconded; the motion carried unanimously. The meeting record notes a public meeting on broadband earlier that evening drew no public attendees.
Other routine motions — including approval of the agenda, minutes from July 9 and ordering unpaid bills paid — passed unanimously. The meeting adjourned at 6:38 P.M.; council entered an executive session at 6:42 P.M. to discuss personnel and contracts and returned with no action taken.
