The Kingsburg City Council on June 17 held public hearings and adopted multiple fiscal and assessment actions for fiscal year 2026–27.
Budget: After a presentation from City Manager Alex Henderson, council adopted Resolution 2026‑020 approving the FY 2026–27 operating and capital budget. Staff reported the all‑funds budget totals $39,117,835 and includes about $7.7 million for 28 capital improvement projects. Henderson said the presented financials were substantially the same as those shown to council two weeks earlier and included recent minor updates.
Assessments: Finance staff (report prepared by Finance Director Alma Colado) presented the engineers’ report for Landscape and Lighting Assessment District 93‑01 and recommended adoption of Resolution 2026‑021 to levy assessments for FY 2026–27. The total recommended levy for the district was reported as $119,142, an increase over the prior year. Council held the public hearing, received no public testimony, and adopted the resolution by voice vote.
GANN appropriation limit: Staff described options for the voter‑approved appropriation limit calculation and recommended using the county population growth factor (0.03%) rather than the city factor. Council adopted Resolution 2026‑022 implementing the recommended calculation; staff said the city’s FY 2026–27 budget remained roughly $6.8 million below the calculated GANN spending limit.
Community Facilities District: The council also considered CFD 2017‑01 and approved Resolution 2026‑023 to levy the special tax for FY 2026–27 and authorized the city manager to execute an intent‑to‑levy letter. Staff described services funded by the CFD special tax — including police, fire and ambulance response, parks and lighting maintenance — and pointed council to detailed budget breakout pages for prior‑year expenditures.
All of the above items were approved by motion and voice vote with no recorded roll‑call tallies in the transcript. Several items were presented as routine or as recommended actions by staff; when council members asked where prior expenditures appeared in the packet, staff noted the information is in the full budget document and indicated page references for the council packet.
The council then moved on to a separate agenda item approving the purchase of 1600 Draper Street (the Van Bearden building), which was addressed in a separate article.
