Mount Kisco board schedules budget hearing April 6; Preston Way due-diligence tabled

At its March 16 meeting the Mount Kisco Village Board voted to schedule a public hearing on the proposed FY 2026–27 budget for Monday, April 6, 2026.

Village Manager Edward Brancati presented budget projections and discussed funding constraints with trustees. Following discussion, Trustee Thomas G. Luzio moved and Deputy Mayor Karen B. Schleimer seconded a motion to schedule the public hearing; the motion was adopted by roll call.

On the Preston Way Bridge, Mr. Brancati said the Village had begun clearing the embankments at the request of the New York State Department of Transportation to facilitate upcoming work. He advised residents that bid results are pending; Deputy Mayor Schleimer asked for a follow-up meeting with the Metropolitan Transportation Authority to discuss timing and funding but Mr. Brancati said the Village is waiting for the bid to arrive before negotiating funding options with external agencies.

A separate resolution to accept the Due Diligence Impact Study for Preston Way was tabled and not adopted at this meeting. Board members discussed rehabilitation versus replacement of the bridge and concerns about business impacts from the closure; no final funding or construction decision was made.

Board members also requested additional information about Project Labor Agreement terms tied to the bridge and an update on the Teahouse contractor; Village Attorney Jonathan B. Nelson and the Village Manager said staff are pursuing contractor compliance and required pre-award steps before bids can be accepted and a contract awarded.

The Board did not take a vote to award work or change funding commitments at the session; the item will return after bids and further staff analysis.
