Stark County commissioners approve infrastructure contracts, youth-service grants and CRA deal; one commissioner abstains

The Stark County Board of Commissioners met June 10, 2026, and approved a series of routine and substantive measures, including infrastructure project awards, multiple youth-services grant contracts and the creation of five new funds for the sheriff’s office. Commissioner Richard Regula, president, called the meeting to order at 1:30 p.m.; Commissioners Bill Smith (vice president) and Alan Harold were present.
The board unanimously approved intergovernmental journal entries that reimburse the Sheriff’s Office for law-enforcement services (noted line items include $16,995.00 and $11,187.42), and approved requisitions and awards related to sanitary and road work. The board approved a requisition for the P-655 Middlebranch Sewer Rehab (Insight Pipe Contracting LLC — $668,706.24 with a $27,862.76 retainage) and later awarded the Sanitary Engineers’ P-655 Willowdale–Middlebranch Creek & Nave Street Area Improvements to Insight Pipe Contracting, LLC for $696,569.00. The board also approved Addendum No. 1 to the bid specifications for the H-4-2026 Micro Surfacing Project.
Commissioners approved a Drainlayers’ License for FlowPros Sewer and Drain Repair effective June 10, 2026, through March 1, 2027, and authorized a Recon Home Inspections, LLC professional services contract for radon testing under the Housing Rehabilitation Program (CDBG & HOME). The board also accepted and authorized payment of $15,000.00 in retainage to Wenger Excavating, Inc. for the City of North Canton Woodrow/Lois Waterline Replacement Project.
On youth services, the board approved multiple Family Court FY27 Reclaim Ohio Grant contracts: Hannah’s House 119 ($108,000.00); Straight Path Juvenile Empowerment Program ($75,000.00); The Legacy Project of Stark County ($66,000.00); AVO Behavioral Health and Recovery ($93,933.00); and several awards to Child & Adolescent Behavioral Health totaling $221,~(three separate amounts of $16,841.88; $67,234.92; $25,253.00 and a Behavioral Health Juvenile Justice Grant award of $137,901.60). All grant contracts recorded in the minutes were approved by unanimous vote.
The board approved a resolution establishing five new funds for the Stark County Sheriff’s Office (Violent Crime Reduction; Body Worn Camera Program; DV Enhanced Investigation; Law Enforcement; Major Drug Interdiction). The board also voted not to request hearings on two liquor-license permits in Jackson Township (Haymakers Mill 1875 LLC and Loves Travel Stop 813).
A Community Reinvestment Area agreement between the board and Hall of Fame Owner, LLC was approved, with Commissioners Regula and Smith voting in favor and Commissioner Harold recorded as abstaining. The minutes show the CRA execution and related authorizations were carried with two affirmative votes and one abstention.
During the session the commissioners entered executive session pursuant to O.R.C. 121.22 (G)(3) to discuss pending litigation with county prosecutors at 1:51 p.m.; they returned at 2:40 p.m. The meeting adjourned at 2:40 p.m.
