Mr. Labby and staff said the units must be leased to tenants with incomes between 80% and 120% of area median income and rents capped at HUD/Florida Housing rent limits for seven years. The city will place a lien on the property that is forgivable over the seven‑year compliance period if the occupancy and rent restrictions are maintained. Staff framed the agreement as a template for smaller workforce projects and recommended approval; the transcript records discussion and praise for the arrangement but no final vote.
