Brittany Hart said the work would fill a gap in the Lake Howard trail network and combine trail construction with drainage, gravity sewer rehabilitation, and roadway reconstruction using a dig‑once approach where feasible. The consultant scope includes surveying, right‑of‑way evaluation, geotechnical work, public engagement and concept development for parks and boat‑ramp areas.
Staff identified the fee for 30% design at $212,750 and said the work would let the city determine whether improvements fit inside existing right‑of‑way or would require additional property work. Commissioners asked about overall timelines; staff estimated that, with available construction funding and grants, the corridor sections could be completed in a roughly five‑ to ten‑year window.
