The Lincoln County planning staff presented the Elk Sky four-lot residential subdivision in Eureka and recommended preliminary plat approval subject to 19 standard conditions.
Staff described the 8.5-mile-north-of-Eureka site (owner: Christopher Christensen), existing single-family residence, soils, topography and utility availability. Planners emphasized new state-level groundwater permitting attention and recommended that each new lot file the DNRC notice of intent to appropriate groundwater (Form 602i) where appropriate and accept any DNRC-imposed conditions (for example limits on irrigation or building-related water use). Staff also required standard road approach approvals, a noxious-weed management plan, covenant additions addressing living-with-wildlife provisions and other routine conditions.
Commissioners asked about well depths and the existence of a nearby deep (800-foot) dry hole; staff noted varying static water levels and production rates on the parcel and neighboring properties and said DNRC may impose restrictions tied to water availability. The board voted to grant preliminary plat approval with the 19 recommended conditions, with staff to verify required water notifications and covenant language before final plat approval.
