Douglass Township board approves bills, budget amendment, hires public works employee and adopts parks policy

At the Aug. 18 meeting the board authorized payment of $222,424.59 in unpaid bills (one abstention), approved 2025 budget amendment #2, hired a full-time public works employee at $23/hour, and adopted Resolution #08182025-01 Parks & Recreation Policy; the County Line Road bridge update and a proposed sump pump ordinance were discussed.
The Douglass Township Board of Supervisors handled several fiscal, personnel and administrative items at its August 18, 2025 meeting.
Treasurer Cynthia O'Donnell asked the board to authorize payment of unpaid bills totaling $222,424.59. The motion passed with a roll-call vote; Supervisor Don Bergstresser abstained because he is receiving a volunteer firefighter tax reimbursement. The board also approved 2025 Budget Amendment #2 affecting the General Fund, Open Space Fund and Recycling Fund, and adopted the 2026 Budget Meeting Calendar (the November meeting will be held at the fire company because of an election scheduled at the Administration Building).
Roadmaster Michael Heydt summarized recent public-works activities and said the township will clean debris from the Ashley Circle cul-de-sac pending a soil sample and then include the cul-de-sac on the 2026 paving list as a liquid fuels project; AMS is expected to fog-seal the surface. The board approved hiring Jonathan McClean as a full-time public works employee at $23 per hour.
Manager Andrew Duncan reported a County Line Road bridge utility meeting found a required UGI relocation and that PennDOT must sign off before a bid package can be issued (targeting a November/December bid package). He said the township’s final USDA loan application for the Administration Building renovation/replacement was submitted. Mr. Duncan asked the board to adopt a Parks & Recreation Policy after unauthorized use of Douglass Park by an outside organization; the board adopted Resolution #08182025-01. The board also reviewed a proposed sump pump ordinance but took no final action.
Public comment was brief; the meeting adjourned at 7:48 p.m. The next meeting is scheduled for Sept. 15, 2025 at 7:00 p.m.
