Douglass Township approves contracts, advertises public works opening and moves forward on EMS funding model

At its April 21 meeting the Douglass Township Board of Supervisors approved routine operational items including contract extensions, personnel actions and legal agreements connected to a pending USDA loan, and authorized a review of an EMS funding model.
Roadmaster Michael Heydt reported the road crew’s recent work and asked the board to extend the 2024 AMS Tar and Chip contract for one year and to extend a 2023 paving-equipment rental agreement with Sacks & Sons for an additional year; both motions passed unanimously. The board also authorized advertising for one full-time public works employee (a budgeted position). Heydt said the township received a new paver and would purchase a budgeted lean-to for storage (estimated $15,000–$20,000).
Assistant Manager and Treasurer David Thompson reported unpaid bills totaling $435,176.34 and the board authorized payment. Thompson explained the legal services agreements required for USDA interim financing and construction loan documents; the board approved engagement with Brant & Associates LLC and Attorney Peter Edelman of Stevens & Lee and approved the Herbein engagement letter for the 2024 audit.
On emergency medical services, the Board considered an EMS Fair Funding Model recommended by the Emergency Services Board intended to divide the township’s EMS tax distribution so Hoffmansville Road North is served by Bally Ambulance and Hoffmansville Road South by Gilbertsville Area Community Ambulance (GACAS). The board authorized Brant & Associates LLC to review the matter and prepare a resolution to distribute the EMS tax; Solicitor McKenna will review the draft resolution before it returns to the board.
The Police Department presented March patrol statistics and announced community outreach events, including a DEA Drug Take Back April 26 and a Police Day on May 15 in coordination with Gilbertsville Elementary School. Sgt. Brian Steffie presented an offer of employment for Veronica Maryanski; the board noted she would be the township’s first female patrol officer in about 20 years.
All routine motions at the meeting passed by unanimous votes unless otherwise noted. The board also authorized the chair and staff to pay bills that arrive before the next meeting if necessary.
