Council authorized a midyear top‑up to the Community Improvement Program (CIP) on June 15, approving access to up to $25,000 from the Investing in Hanover reserve to support eligible applications that would otherwise exceed the 2026 budget. Economic development manager April Marshall told council the CIP has seen strong demand for façade improvements, tenant startup supports and tax‑increment equivalent grants used to encourage infill and housing conversions.
Marshall said that, since revising the CIP, the town has leveraged modest municipal dollars into significant private investment, and that approved projects include façade upgrades, signage and an upper‑floor conversion that will yield three new residential units and accessibility improvements. Because the CIP budget had been fully allocated at midyear, council approved the reserve authorization to respond to incoming applications; staff said any unused portion of the authorized amount will remain in reserve.
Council voted in favour of the allocation; councillors discussed program criteria and whether to prioritize larger projects, but the motion was carried and staff were directed to draw funds only as required based on approved applications.
