Staff told council the sign‑shop project was a fiscal year 25–26 budget item that required additional permitting work, preventing completion before the June 30 fiscal year end. The capital project ordinance (item B1) will make those allocated funds available beyond June 30. Budget Amendment No. 21 (item B2) transfers available funds from the streets account into the new capital project ordinance to cover the work.
Council approved the consent agenda after a brief review and no substantive questions. The council then proceeded with the regular agenda.
