Rawlins investigates fiber installation complaints after reports of utility and property damage

City staff told the Rawlins City Council on June 16 that the city has received numerous complaints about ongoing fiber installation that allege damage to third-party utilities, private service lines, landscaping and sprinkler systems, and possible right-of-way encroachment.
The city attorney said staff are reviewing construction permits, franchise agreements and applicable federal and state authorities to assess compliance and the extent of any harm. He cautioned that investigations are ongoing and no conclusions have been reached.
Council members asked whether a single contractor or multiple firms were implicated. The city attorney identified two primary agents, All West and Visionary, and said multiple contractors working under those providers may be responsible in different installation phases. The city will narrow the review to identify specific contractors and alleged incidents.
The city emphasized public-safety and private-property rights as the focus of the review and asked residents with concerns to report specific incidents so staff can review permits and franchise obligations as part of the investigation.
