Westminster will decline Jefferson County’s CDBG requalification; staff recommends keeping local control

Jefferson County recently asked Westminster whether the city wished to join Jefferson’s urban‑county CDBG program. On June 15, Westminster staff recommended the city decline and remain in its current consortium arrangement (Adams County), a recommendation council adopted verbally at the study session.
Community Services Director Lindseay Kimble said Westminster has historically maintained direct control over its CDBG allocation and used the funds for targeted programs such as emergency and essential home repairs, the LIFT program for multifamily preservation and a range of resident‑facing services. “This city has always chosen to control their own destiny with regard to the CDBG funds,” Kimble told council.
Staff stated that joining the Jefferson County urban‑county structure would mean Jefferson County receives Westminster’s formula allocation and then determines how those dollars are distributed under its urban‑county program. Council members said the city’s locally designed programs and the ability to direct funds toward specific Westminster needs argued for retaining the current arrangement.
Council’s direction: staff will respond to Jefferson County that Westminster will not join the urban‑county requalification and will continue its current consortium arrangement and program administration.
