Jackson County approves funding agreements for 395th Avenue and local RCTP projects

The Jackson County Board of Supervisors on June 16 approved a funding agreement that makes the county the lead agency for the 395th Avenue roadway project and authorized signatures on related state paperwork. Public Works staff said the project will include a realignment, paved shoulders, rumble strips and a right‑turn lane and is slated for construction next summer.

Jaden Shekele, presenting for the county’s inspection and public‑works team, said the STBG award fills the remaining portion of the right‑turn lane complementing prior TIP and USEP grants. He told supervisors the county will manage the contract as the project’s lead agency and would coordinate phasing to limit disruption during peak summer activity near a nearby campground.

Shekele described two main rehabilitation approaches under consideration: full‑depth reclamation (mill existing asphalt, inject cement stabilizer, then repave) and a phased concrete reconstruction that can be poured lane‑by‑lane to maintain limited access. "The project is slated for next summer," Shekele said, adding the county is evaluating cure times and traffic phasing to reduce inconvenience.

Supervisors warned local motorists to expect substantial disruption during construction. Board members and staff noted that pavement thickness and subbase conditions vary along 395th; staff said core sampling and design work will determine whether concrete or asphalt-based reclamation is more appropriate for long‑term durability.

Separately, the board approved an FY27 RCTP agreement with the city of Spring Brook; Spring Brook has signed its agreement and will provide the local match required under the program.

What happens next: staff will finalize design and phasing plans, complete required core sampling and documentation, and return to the board with contract documents and any further authorizations necessary to execute construction contracts.
