Select Board grants bank signature authority and orders tax-map digitization

The Jefferson Select Board on Nov. 3 approved multiple administrative motions intended to tighten account controls and modernize records.
The board signed appointment papers naming Kimberly James as deputy treasurer and voted 3-0 to give all Select Board members, the town treasurer and the deputy treasurer access and signature authority on town accounts at Camden National Bank and First National Bank. The motion also requires two authorized signatures for any changes or additions to accounts and mandates removal of access when any authorized person resigns or is terminated.
The board also voted 3-0 to have Lincoln County Publishing scan the town’s 45 tax maps to PDF and provide the town with the PDFs and a full set of color prints.
On budget administration, Select Board member Robert Clark asked whether 2025 road expenses (including paving on Egypt Road and culvert work on North Mountain Road) had already been subtracted from auditors’ numbers and whether ARPA expenses had been properly transferred to the ARPA account. He asked Lynne to run a detailed roads expense report for the board to review; Clark said he would inspect the report when it is ready.
Board members also kept on the agenda a discussion about possible multiple due dates for tax bills and whether the town should consider changing its fiscal year from Jan. 1–Dec. 31 to July 1–June 30 for future planning.
