The Jefferson Select Board met at 5:00 p.m. on Oct. 20, 2025, and approved a series of routine and substantive actions, including a repayment plan for a tax‑acquired property, removal of two taxpayers from a bill after a state affidavit about island ownership, and local authorization forms for two cannabis retailers.
The board approved a repayment plan for Dennis Alexander to reclaim property taken for unpaid taxes (account 2252). The board’s motion to accept payments of $350 per month with a contract to be renegotiated in 12 months passed unanimously as recorded (3‑0). The minutes do not name who moved or seconded the motion.
The board also addressed a dispute over an island for which Kevin Verney has been paying taxes. Verney said he holds a quitclaim deed from the town; the minutes note the board reviewed an Affidavit from the State of Maine (Book 6255, Page 127) stating the state claims ownership of the island. After that discussion the board voted to remove Kevin and Judith Verney from the tax bill (motion approved 3‑0).
As part of routine license renewals, the Select Board signed Local Authorization Forms for Robert Gagnon of Elevation Station and Nicholas Nicholson of Snow Tree Farms Hash Hut so those applicants can proceed with state cannabis retail license renewals.
The board approved the town expense warrant totaling $73,936.82. The minutes show the board also signed tax abatements submitted by the assessor; the record does not specify individual abatement amounts or recipients.
On operational matters, staff reported several follow‑ups: Pamela Grotton requested that a signed copy of a Key Agreement be emailed to her; staff will seek a colored PDF of the town’s tax maps and obtain printing/lamination price quotes (one previous print run was cited at roughly $500). Lynne will run a report on 2025 road expenditures, check with Tabby and Hailee about securing town documents, and is arranging a meeting with Camden National Bank to review accounts. Kim will register for Cash Management Training on Nov. 20, 2025, to continue certification steps; the board asked staff to confirm training status for Hailee and Tabby.
Planning‑related matters included a shoreland permitting concern. Bill Farren, the Planning Board chair, said significant tree cutting had occurred on Seeger Lane; Donald (code enforcement) had approved the permit, and Farren requested that the Planning Board be notified of all future tree‑cutting permit applications in shoreland zones. Donald also reported that Marlene Colvin is preparing a replanting plan for foliage removed without permits along Sunrise Park Road. Pamela Grotton said she would forward the state’s message about Donald’s shoreland certification and the shoreland training expectations for Planning Board members.
Donald reported receipt of a rodent complaint at 271 Rockland Road; the board directed Lynne to contact Health Officer Dottie Carroll for follow‑up or an inspection. The meeting adjourned at 5:56 p.m.; the minutes include signature lines for Pamela Grotton and Claudia Orff‑Reed (the transcript contains typographical errors in the signature block).
