Select Board to issue Notice of Violation after vegetation, shed removals at 99 Sunrise Park Road

The Jefferson Select Board on Aug. 25, 2025 was briefed on an ongoing code-enforcement matter at 99 Sunrise Park Road and directed staff to issue a Notice of Violation to the homeowners.
Bill Farren told the board the property’s shed was removed on Aug. 20 and that on Aug. 21 he, Donald Waltz and Colin Clark of the Maine Department of Environmental Protection conducted a site visit and met with Marlene, Matthew and David Colvin, the homeowners. "We have a clear case against the homeowners," Colin Clark said, recommending a Notice of Violation and an evaluation to determine how to restore vegetation removed from the site.
Farren and Donald Waltz said they will prepare and send the Notice. The board did not vote on a formal penalty during the meeting; Farren said the next step is for the homeowners to pay for an evaluation and for staff to review a restoration plan.
The item arose under the meeting’s property-enforcement updates; no alternative remedies or timelines were finalized at the meeting. The board also noted that photographic evidence (before-and-after imagery) is available and was discussed in the site visit.
The board did not set a target deadline for compliance during the Aug. 25 session; staff will return with a draft Notice of Violation and any recommended enforcement timeline.
