Orrville council approves emergency resolution to seek OPWC funds for East Pine flood repairs

The Orrville City Council on Sept. 16 adopted an emergency resolution authorizing the Safety–Service Director to submit an application to the Ohio Public Works Commission for funding to reconstruct East Pine Street and install additional stormwater controls.
Council President Paul Vance and members voted to adopt Resolution 24-24 after suspending the usual three-reading requirement. The measure authorizes the city to seek grant or loan funds to repair concrete roadway, add underground stormwater storage and upgrade an existing culvert following significant flooding on East Pine Street.
Safety–Service Director Wheeler told the council the application is being submitted because of the recent flooding and the approaching OPWC application deadline; he emphasized that submission only requests funding and does not guarantee an award. Council discussion focused on approving the application to preserve eligibility for state funding.
The resolution was adopted as an emergency to allow the city to meet application timelines. No construction will proceed without a separate award and subsequent contracting; council did not approve construction funding at this meeting.
The council will receive further updates if OPWC awards funds and before any construction contracts are executed.
