Votes at a glance: Board adopts consent items, emergency lease assignment and ARPA reappropriation

The St. Louis Board of Aldermen approved a package of items in a special session, adopting items one through six by motion, amendment and roll call.
The consent items included Board Bill 32, authorizing the office of the President of the Board of Aldermen to accept a sub-award from the Bloomberg Philanthropies Youth Climate Action Fund to activate youth leadership for local climate solutions. The board also approved Board Bill 27, an emergency ordinance that gives the city’s consent to assign a $50,000-per-year lease for the Homer G. Phillips Senior Apartments at 2601 Whittier Street from EPV to Dignity House LLC to CIG House One LLC.
Item six, Board Bill 43, sought to reappropriate unspent American Rescue Plan Act (ARPA) funds from prior city programs for water-infrastructure replacement and repair and included an emergency clause. The HUDs Committee had passed Board Bill 43 out of committee with amendments earlier in the week; the board proposed and approved a floor amendment to read the item 'as amended' and then adopted the amended bill. Ms. Hurst called roll on the amendment and on the final adoption; Mayor Spencer, Alderwoman Berringer and President Green registered affirmative votes on both.
A motion to adopt items one through five as presented for first reading was moved, seconded and approved by roll call. For each recorded roll call during the meeting the named affirmative votes were Mayor Spencer, Alderwoman Berringer and President Green; the board announced 'All approved.'
