Council discussion said the structure—built in 1939—had failed, enlarging from a roughly 2-by-3-foot opening to an estimated 20-by-25-foot hole about 20 feet deep; estimates for the repair were described as in the low $30,000 range. Officials said the culvert is on city property via an easement from Norfolk Southern and that continued erosion could necessitate closing the railroad if not addressed.
Councilmember Squirrell moved to suspend the three-reading rule and adopt the resolution; the suspension and the adoption passed unanimously on motions recorded in the minutes. The measure directs city staff to proceed with emergency procurement and to pursue OPWC funding where available.
