Orrville council adopts alley vacation for Dairy Queen expansion, approves pickleball courts and certifies tax levies

The Orrville City Council on Sept. 3 adopted several measures affecting land use, parks and municipal revenues, including an alley vacation to allow a Dairy Queen expansion and a contract authorization to build two pickleball courts.
Council President Paul Vance presided as Council member Squirrell moved to place Resolution 22-24 — to authorize the Board of Control to enter into a cooperative contract to design and build two pickleball courts through VASCO — on first reading; Handwerk seconded. Council later suspended the usual three-reading requirement and, following a motion by Squirrell and a second by Shanklin, adopted the resolution the same night.
Squirrell also moved and the council approved an amendment to Ordinance D-24 correcting several parcel numbers; after that correction the council voted to adopt Ordinance D-24, which vacates a paper alley running east–west between High and Howard Streets so Campbell Oil, owner of the Dairy Queen, may enlarge its facility and add drive-through lanes and parking. Aspiras seconded the final adoption motion; the minutes record unanimous ayes and the ordinance was adopted.
Council placed Ordinance E-24 on first reading. The ordinance would amend Chapter 1112, Section 1112.07 of the zoning code to change how parking requirements for eating and drinking establishments are calculated (to better reflect customer service area rather than total square footage); Planning Commission supported the change. Because this ordinance requires three readings, no final action was taken on E-24 at this meeting.
The council also approved Resolution 23-24, accepting amounts and rates as determined by the Budget Commission and authorizing necessary tax levies, and certified them to the Wayne County Auditor. Squirrell moved to adopt; Carr seconded; the motion carried with unanimous ayes.
