Commission awards most chemical bids but refers two tied items for rebid or further analysis

The Leitchfield Utilities Commission voted to award most of the low bids for chemicals for fiscal year 2026–27 on June 18 but excluded two tied items for further staff analysis and possible rebid.
Staff presented the bid packet and noted ties: Water Solutions Unlimited and Brenntag Mid-South submitted identical low bids for sodium hypochlorite (item 3) and sodium bisulfite (item 9). Commissioners discussed delivery schedules, minimum order quantities and past performance differences that could justify selecting one bidder over another.
"One option is to rebid those two items," the chair said, noting procurement rules and the need for documented, legitimate reasons if staff recommends selecting one vendor over another. Commissioners agreed staff should analyze the bids and, if unable to identify a clear winner based on performance or delivery terms, rebid the items.
The commission motioned and passed to award the remaining chemical low bids and to refer items 3 and 9 to staff (Ricky Lush, Jim Milliner and David) for analysis and recommendation. Staff noted that delivery frequency and minimum order sizes differed between bidders and that those operational details could influence which vendor is preferable.
Next steps: staff will review delivery schedules, product performance history and the complete bid documentation and return to the commission with a recommendation; if no clear choice emerges staff may rebid the two line items.
