MPO approves FY2028–2032 project priorities; adds railroad bridge and Martin Highway resurfacing

The Martin County MPO on June 15 approved its FY2028–2032 list of project priorities, a package of roadway, safety, TAP and transit priorities that begins the next MPO funding cycle. The vote was unanimous.
Staff told the board the list largely mirrors the set members reviewed in February but includes several changes requested since then. At a commissioner’s request the MPO added the FEC railroad bridge over the St. Lucie River to the illustrative section of the long‑range plan (alongside a passenger rail station). Staff explained illustrative projects do not compete directly with other projects for current work‑program dollars but serve to demonstrate priorities when applying for federal funds.
The approved list also added a new roadway project — resource surfacing and safety improvements on Martin Highway from east of Fox Brown Road to west of I‑95 — and a safety list item for a dedicated left‑turn lane on Bridge Road at Southeast Powerline Avenue. Commissioners discussed whether rankings could be adjusted (Edward Campi urged elevating the railroad bridge one slot to signal higher priority) and whether local matches and transit vehicle types were accurately reflected; staff said rankings can be revised in future cycles and that some items require local matching funds.
Why it matters: the priority lists guide state and federal consideration when FDOT develops its tentative and final work programs. Inclusion of the railroad bridge and new resurfacing project reflects local interest in bridge and corridor safety and preservation.
The board approved the FY2028–2032 lists and directed staff to forward the adopted copy to FDOT for further review with the tentative work program in the fall.
