Grafton council awards $641,174.74 5th Street widening bid, approves Midco lease increase and other contracts

The Grafton City Council on May 11 approved awarding the 5th Street Widening Project to Strata Corporation for $641,174.74 (Option 2), accepted a Midco tower lease increase to $12,000/year through 2031, adopted Ordinance No. 368 revising garbage fees, authorized mosquito spraying, and approved several procurement and reserve reallocations.
The Grafton City Council approved a package of infrastructure contracts, procurement actions and an ordinance at its May 11 meeting.
Jeff Daley reported the NDDOT-bid 5th Street Widening Project received two bids; the low bidder with Option 2 (concrete approaches to the bikepath) was Strata Corporation at $641,174.74. The project is a 90/10 cost share up to $645,000, with local share to be paid from Municipal Infrastructure (Prairie Dog) funds. The council approved awarding the project to Strata and authorized approving the state resolution upon its receipt contingent on City Attorney approval.
On city equipment and procurement matters, the Ways & Means Committee recommended increasing the appropriation for a truck and box from $50,000 to $65,000, which the council approved. The Public Utilities Committee’s recommendations were also approved, including purchase of single-phase wire from Border States at $4.62 per foot, a $16,000 contract with Drain Services to re-sleeve a pit to the main, and a $5,245 contract with ASAP for crawl-space plumbing to be paid from Maintenance Department reserve funds. The council also approved reallocating $27,954 from Maintenance Department reserves and 2026 capital outlay to building maintenance and approved final plans and authorization to advertise for bids for a lime slaker as part of the revised Phase I Water Project.
On contracts and leases, City Attorney Rob Fleming said Midco had been paying $6,715 per year for a tower lease; the city proposed $18,000, Midco countered $12,000, and the council accepted a $12,000/year lease through Aug. 31, 2031. The council also approved a NoSquito, LLC bid for adult mosquito ground spraying at $1,800 per spray and accepted an additional fee for larvicide application when that bid was updated.
The council adopted Ordinance No. 368 (revising Section 11-8 regarding garbage fees) on second reading after a motion by Greg Young and a second by Brad Burianek. Other approvals included a $50,000 contribution to a pool project from the 2026 Sales Tax Budget plus $25,000 per year for nine years contingent on a 4-to-1 challenge grant, approval of Summerfest event applications contingent on documentation, and an amended alcohol license for Rosie’s Place Too to include an outdoor patio through year-end.
The council moved and approved bills and claims and adjourned at 6:43 p.m. Several motions were recorded as unanimous among members present; roll-call tallies are in the official minutes.
