Oak Brook Park District rejects Family Aquatic Center HVAC and deck bids, plans split rebid

The Oak Brook Park District Board on Jan. 16 unanimously rejected all bids submitted for the Family Aquatic Center HVAC and pool deck replacement, and staff said they will rework procurement to accelerate replacement.
Commissioner Truedson moved to reject the bids and Commissioner Trombetta seconded; the motion carried by roll call, Ayes 5, Nays 0. The board recorded no opposing votes.
Deputy Director Dave Thommes told the board staff plan to split the HVAC work into two parts so portions of the update can proceed sooner. He warned the replacement equipment carries roughly a 36-week lead time; once equipment arrives the pool will need to be shut down for installation. Rob Bond, Superintendent of Aquatic and Maintenance Operations, said staff are evaluating pool-deck surfacing options, including concrete and a non-porous foam product.
The board asked staff to include any approved change orders in board reports. Staff also requested delegated authority for the Executive Director to approve change orders up to $30,000 for related Central Park North projects and concessions/restroom/storage work; the board discussed an awareness plan for how those approvals will be communicated to commissioners.
Next steps: staff will reissue procurement documents reflecting the split scope and timeline, report on bids received and provide change-order reporting to the board.
