Council approves 3% salary adjustments; city manager announces emergency HVAC repair and interim police chief appointment

The San Leandro City Council on June 15 approved a resolution amending the citywide master salary schedule to implement negotiated 3% salary adjustments effective July 1.
Human Resources Manager Tiffany Johnston gave the required oral summary under Government Code section 54953(c)(3), saying the resolution applies a 3% salary adjustment for the city manager and the police chief and implements negotiated adjustments for the San Leandro Police Management Association, the San Leandro Police Officers Association and the San Leandro Management Organization. Council member Bolt moved to adopt the change and Vice Mayor Viveros Walton seconded; the motion carried unanimously.
Earlier in the meeting the city manager reported an emergency purchase of $156,481 to repair a failing HVAC system at the wastewater treatment plant, authorized under municipal code section 1-6-310 (emergency purchases under $200,000 without competitive bidding when public health, safety or welfare are at risk). City staff sought multiple quotes but only one vendor could locate obsolete parts in time to prevent prolonged operational problems.
The city manager also announced the appointment of interim Police Chief Joseph Crimes, who addressed the council and described personal ties to the area and his experience in public safety and municipal leadership.
No council vote was required tonight to approve the emergency purchase or the appointment; the procurement was reported as an emergency action taken by the city manager consistent with municipal code provisions. The salary schedule resolution was adopted by unanimous vote of council members present.
Council members asked clarifying questions about the salary schedule process, noting council member compensation was a separate discussion handled through the budget process and not changed tonight.
