DeKalb committee approves contracts to outfit expanding public‑safety ranks

The DeKalb County Employer Relations and Public Safety (HERPS) committee approved a series of contracts and change orders on matters ranging from vehicle outfitting to body‑worn cameras as county departments cope with recent staffing increases.
Chair Ladina Bolton opened the meeting and framed the agenda around numerous contracts that staff prioritized for the committee to consider. ‘‘Thank you for joining us,’’ Bolton said at the start of the session.
Police leadership told commissioners that staffing has grown sharply. ‘‘In 2025, our sworn staffing increased from 527 officers to 583 … and so far this year … we’re up to 624 sworn,’’ the police chief said, describing a roughly 6–9% growth trend and explaining that the county needs more equipped take‑home vehicles.
The committee approved a TIPS interlocal contract for vehicle outfitting with Mon Monster Customs LLC (item 2026‑0823; not to exceed $156,000) and a related installation agreement with Prologic ITS LLC for vehicle installs (item 2026‑0965; not to exceed $100,000). Commissioners also approved a Prologix award for rugged laptop computers and docking stations for police vehicles (item 2026‑0829; not to exceed $636,000). Director Butler characterized the OpenGov/IT subscription purchases for other items as multi‑year subscriptions paid from seized funds where applicable.
Equipment renewals and upgrades for emergency medical response were also approved. The committee ratified a multi‑year maintenance and repair agreement for AEDs, power‑load devices and Lucas devices with Striker Sales LLC (item 2026‑0132; four‑year program, ratified first year, not to exceed $790,646) and extended consumable EMS supplies with Boundree Medical LLC through December 2026 (item 2026‑0775; not to exceed $225,000).
Law enforcement equipment approvals included an Axon Enterprise contract amendment to acquire 100 additional conducted electrical weapons (tasers) and related training (item 2026‑0936; not to exceed $1,442,514), and a uniforms contract increase with Gals LLC to outfit newly hired staff (item 2026‑0935; not to exceed $200,000). County staff said price increases from vendors plus additional hires drove the funding requests.
The committee also approved a multi‑year, sole‑source extension and funding increase for body‑worn camera systems and accessories (Utility Associates, Inc.; item 2026‑10104; not to exceed $833,660). Staff clarified that patrol officers in police services are equipped with cameras, animal enforcement wears cameras once sworn, and civilians in the office who are not sworn do not carry cameras during field deployments.
Finally, the committee approved a contract extension and funding request for emergency ambulance services with Metro Ambulance Services Inc. d/b/a American Medical Response (item 2026‑10001; not to exceed $1,480,000) to bridge the period into a new contract starting July 1, 2026.
All of the items above were presented by department staff and recommended for approval; the committee voted to move each forward (motions carried on voice votes). The actions will proceed to the full board as part of the county’s procurement and contract approval process.
