Senica County commissioners approve ditch assessments, court grant and multiple resolutions

The Senica County Board of Commissioners approved a maintenance assessment for county-maintained ditches and passed a series of fiscal and contracting resolutions at its June 16 meeting.
In the meeting’s first formal action the board considered the Heron/Senica joint ditch maintenance assessment for 2026. Commissioner Frankurt moved to adopt the assessment and Commissioner Brady seconded; a roll call recorded Commissioner Bus Decker and Commissioner Frankurt voting yes and Commissioner Paradiso listed as absent. The motion carried.
The commissioners then approved several supplemental appropriations and fund transfers to cover county operations and capital needs, including a $13,198.74 transfer from the general fund to County Capital Projects Fund 1215 to pay for chilled-waterline repairs to the jail complex. The board approved additional transfers and appropriations for sheriff department supplies and equipment, commissary services and advertising, all on roll-call votes.
The board also established a Court Technology Grant Fund (1190) to accept $62,986 from the Ohio Attorney General for software licenses, services and server/hardware upgrades for the county clerk of courts. County staff described the funding as dedicated to court-technology improvements; commissioners approved the measure on roll call.
On infrastructure and procurement, the commissioners set dates to receive sealed bids for multiple road projects, including the engineers’ 2026 chip-seal project (C-2206-3) and the township OPWC Issue One repaving round. County staff opened the formal bids on County Road 54 resurfacing and turned the packages over to the engineer’s office for compliance review. During the bid opening staff read an engineer’s estimate for the resurfacing project and presented four submitted bids for the record.
The board authorized a professional-services agreement with Fishback to perform a facility-condition assessment of the Senica County RTA building to evaluate mechanical and structural systems and long-term needs. Commissioners also appointed outside special counsel for the Senica County General Health District—naming Van Van Clay Law and designating Robert A. Zimmerman as preferred special counsel with a $25,000 maximum contract amount; the resolution was approved retroactive to May 15, 2026.
All resolutions described above were adopted by roll call; minutes record that the votes of present commissioners were affirmative on each item and that Commissioner Paradiso was absent for parts of the meeting.
What’s next: County staff said the engineer’s office will review bids for compliance and return recommendations to the board; the schedule for bid openings and the July meeting were set in resolution.
