Executive Director Scott Edwards told the board the proposed budget projects about $242,000 in revenue and a budget figure around $1,073,000 for 2027, noting staff modeled high staffing costs on a conservative hiring assumption and low revenue to demonstrate fiscal flexibility. Edwards said two positions (an operations manager and up to two operations assistants) and a new utility/facility expense line are the primary additions that would depend on whether the district secures a building site.
Board members questioned whether to show two budget variants — one that assumes no new facility and one that assumes a building and associated debt service. Staff explained the operational budget is distinct from capital debt service: bond financing and debt amortization would be presented to County Council separately. After debate about municipal grant funding, a motion by Commissioner Byer (seconded by Commissioner Lawson) to add $20,000 to the municipal grant line carried unanimously.
The board then voted 5‑0 to forward the proposed 2027 budget package to the Boone County Council with a favorable recommendation. Staff said the CAC (Citizens Advisory Committee) will review grant applications this fall and return recommendations to the board in November; money allocations and the grant process may be adjusted midyear if the district’s construction or building timeline changes.
Next steps: staff will prepare the materials for County Council and continue site selection and bond planning in parallel with budget and hiring decisions.
