Public Works explained common sources of misperception: overstuffed carts can prevent automated arms from fully emptying them and residents sometimes place new bags after a truck passes. The contractor clarified that bulk‑item rules remain in effect (mattresses require plastic wrapping) and urged residents wishing more capacity to request an additional cart rather than place extra bags curbside.
Council also debated a previously announced supplemental fee related to an optional “red‑lid” additional refuse cart program that some residents had purchased years ago. Several residents reported notices saying their purchased carts would be removed unless they paid $175; council members said those messages were inaccurate and would be corrected. Staff presented an amended ordinance (introduced that evening as Ordinance 26‑20) removing annual collection fees and keeping a one‑time $75 placement fee; the council voted to introduce the amendment. Staff said those residents who already paid will receive refunds, with disbursement anticipated in mid‑August.
