The North Logan City Planning Commission voted to forward a positive recommendation to the city council on the West 2500 North Gateway Corridor zoning text amendment, recorded in the meeting as “ZTA 20 20 six-one.” Scott, a city planner, told the commission staff had revised the land-use table and reclassified some intensive uses from prohibited to conditional to allow closer review of scale and impacts while creating short-term opportunities for development.
Scott said the changes were intended to balance the city’s long-term vision for the corridor with near-term economic opportunity. “We changed that back to a conditional use, and we added language specific to those uses to govern them, so that we could catch some of those potentially problematic uses, the scale and the impact,” Scott said.
The staff presentation described specific uses that prompted the revision—construction trade shops and certain sales-and-service and rental-service stores—and noted the commission had discussed architectural-material standards and other cleanup items in multiple work sessions over the last several months. Scott emphasized that the item is legislative and that the planning commission’s action is a recommendation to the city council, which will consider final adoption.
At the public hearing, Greg Losely, who identified himself as a local business owner, thanked commissioners and staff for engaging stakeholders and said the revised approach represented workable compromise for existing businesses. “I think we can, from my standpoint, perhaps it’s as good as we’re gonna get as property owners down there and still have this, the city’s vision happen down there,” Losely said, also noting concerns about traffic and noise along the 2500 North corridor.
A committee member moved to forward a positive recommendation on the zoning text amendment; the motion carried on a voice vote and will be transmitted to the city council for its legislative consideration. The recommendation does not adopt the code changes; it sends the amendment forward for council review and any subsequent public hearings.
