Cherokee County DSS board approves OSHR MOU to delegate qualification determinations

The Cherokee County Department of Social Services board approved a Memorandum of Understanding with the North Carolina Office of State Human Resources on March 17, 2026, delegating authority to render qualification determinations for specified job classes under the State Human Resources Act.
Director Amanda T. McGee reviewed the MOU’s scope, noting the agreement applies to local pay plan job classes and does not remove the authority of the State Human Resources Director. The MOU lists the agency designees authorized to make qualification determinations: Amanda McGee, Tracy Jones, Miriam Aguero and Brandy Clonts.
Pat Ivie moved to approve the OSHR Memorandum of Understanding; Dr. Catherine Yost seconded and the motion passed unanimously. The document included required provisions such as adherence to the North Carolina Administrative Code and a requirement that staff involved in qualification decisions complete OSHR training.
The MOU also sets out OSHR responsibilities to provide technical advice, classification specifications, and periodic assessments. The board’s approval authorizes the agency to proceed with local implementation steps, including any required training and internal procedures to ensure the delegated determinations meet state standards.
