Dan, representing public works, told the council MAP Landscaping submitted a low quote of $38,026 while Valley Outdoor quoted $42,040. Dan said the work was broken into three pieces and that the city's share — the drainage/installation portion — was quoted at $13,216 for MAP and roughly $14,000 for the other bidder. He added the bid price for installation includes three bench installations but not the physical benches themselves, which could change final costs.
Councilmembers moved and seconded the recommendation to award to MAP Landscaping “provided that they fulfill the other requirements that you mentioned,” staff advised. Councilman Maxwell, Councilman Klein, Councilman Goldbeck and Councilman Edens voted yes. The award was approved with the condition that MAP supply required bonds and insurance before proceeding.
Council and staff flagged that the breakdown of what the city pays versus third‑party contributions (for example, bench purchases sponsored by donors) is recorded in the bid documents and will be finalized in the contract. Staff said Parks has some money set aside to cover the city portion of the drainage work.
The council’s approval commits the city to the installation phase pending submittal of bonding and adequate insurance; staff said they will bring final contract documents back to council if any substantive changes occur.
