St. Clair Shores council members voted on June 15 to amend the social-district management agreement so people under age 18 must be accompanied by a parent or legal guardian after 8:00 p.m.
Administration proposed the change following incidents described as a "teen takeover" at a recent social-district event, including reports of smoke devices, crowd-running and unsafe behavior. Chief Allen and staff said those events can create safety concerns; council members and the merchant group that organizes the district urged steps to reduce risk while preserving a popular downtown event.
Council debate focused on enforceability and alternatives. Several members and the police chief said officers need a clearer, enforceable standard rather than ad hoc interventions. Others, including Councilmember Russey and Councilmember Burgess, raised concerns about blanket age exclusions and urged that rules of conduct (banning smoke devices, running through crowds, scooter use) be strengthened and better staffing or event controls be considered.
Councilmember Vitale moved and amended the administration’s draft to set the cutoff at 8:00 p.m.; the revised motion removed the ambiguous term "responsible adult" and required a parent or guardian. The motion passed 5–2. Administration will update the social-district management plan language, add or refine rules of conduct and work with merchants and police on operational details and signage.
Why it matters: The social district is intended to encourage pedestrian activity and support local businesses; the amendment is intended as a targeted tool to reduce youth-driven disruption after dark. Council directed staff to revise management language and return with an updated plan and guidance on enforcement.
Practical effect: The requirement becomes part of the city’s management plan for the social district; police and event staff will be able to ask unaccompanied under-18s to leave after 8 p.m. and use trespass or disorderly-person enforcement when necessary. Council said it expects staff to return with precise operating language and signage recommendations before enforcement is broadly applied.
