Lower Pottsgrove Authority plans about $300,000 of sewer lining and repairs to cut wet‑weather flows

At its Feb. 10 meeting, the Lower Pottsgrove Township Authority reviewed and endorsed a 2025 plan to reduce sewer inflow and infiltration (I/I) with roughly $300,000 of permanent repairs in the first half of the year. Fred Ebert, the Authority’s engineer, described a program focused on Cured‑In‑Place Pipe (CIPP) lining from manhole to manhole, targeted pipe bursting where old liners restrict flow, and manhole repairs.
Ebert said the work targeted for early 2025 includes replacing the existing pipe under Sanatoga Road near Sky Top Road by pipe bursting, installing liners on a portion of Brooke Road to complete the Hill Top Road project, placing liners along the Commons Drive pond area, and lining portions of Buchert Road east and west of Keim Street. The Authority’s 2025 I/I budget is $350,000; Ebert said the plan is to complete approximately $300,000 of that work in the first half of the year and hold about $50,000 for emergency needs or an additional project.
The Authority heard flow data that underscore the program’s purpose. Ebert reported January 2025 flows of 39,157,462 gallons, down from 53,952,350 gallons in December 2024 and much lower than January 2024’s 113,350,000 gallons. “The difference in flow over the course of the year demonstrates the impact of elevated groundwater and wet‑weather events on our conveyance system,” Ebert told the board.
Board members also discussed development and regulatory timing. Ebert said Audubon Land Development is expected to submit a sketch plan next month for 73 homes spanning portions of Lower Pottsgrove and New Hanover Township, which could affect long‑term capacity and planning. He also said he expects to submit the Chapter 94 report to the Pottstown wastewater plant within about two weeks and will be prepared to discuss it at the next meeting.
The work will be completed under the Authority’s annual contract for I/I work; Ebert reported meeting with Jamie Fagan of Sewer Specialty Service Company on Feb. 5 to identify priorities and gather proposals. No formal vote specific to the individual lining contracts was recorded at this meeting; the board discussed sequencing and budgets and will proceed with procurement and contractor quotes as sizing and scopes are finalized.
Why it matters: reducing I/I lowers the volume the Authority must convey and treat, cutting sludge generation and treatment costs and improving system reliability, particularly during wet weather. The work planned for 2025 targets the most constrained pipes and known sag locations to get the most immediate reduction in flows.
