At its July 14 meeting the Lower Pottsgrove Township Authority reviewed a revised budget and operating-cost summary for the proposed Porter Road wastewater treatment plant. Fred Ebert, the Authority engineer, said the packet was reworked around a reduced average daily flow of 2.0 million gallons to lower capital costs to under $15 million.
Ebert said the submission includes three components: a cost-per‑EDU calculation, annual operating costs and an analysis of capital-reserve requirements. He told board members the figures were developed by comparing the proposed facility to similar, existing plants.
Authority Manager Edward C. Wagner questioned how and under what conditions the Authority might end its current sewer service contract with the Borough of Pottstown if local treatment became feasible. "Solicitor Kalis is going to research what would be required for that," Wagner said, and the board asked for a legal assessment before committing to project steps that would affect existing contractual obligations.
Ebert told the board he will confirm the capital-cost estimate, facility layout and treatment process and present the updated plan at the Authority's September meeting. No formal vote on the plant design or financing was taken at the July meeting.
