Authority approves backup-services contract, addresses Feb. 16 overflow and routine financial business

The Lower Pottsgrove Township Authority on March 10 approved a backup pump-station services agreement with Private Utility Enterprises, Inc. at a rate of $75 per hour with no retainer, and reviewed a wet-weather overflow that occurred Feb. 16 when the on-site generator failed to engage pumps because of an issue with the automatic transfer switch.
Edward C. Wagner, the Authority manager, reviewed backup coverage options and said Private Utility Enterprises is available as a contractor; Joseph Groff moved to sign the agreement and Mark Loshnowsky seconded. The motion passed 3-0. Wagner and Fred Ebert, the engineer, explained that the primary generator is being rebuilt and a temporary unit was used during the Feb. 16 event. Ebert estimated the overflow lasted just under two hours and said when staff manually opened the second force main the water level dropped and the overflow stopped.
Wagner also reported that the township sold a 2008 Ford F-350 for $5,100 (the township had spent $1,300 to fix a clogged carburetor) and that the sale increased a reserve from $2,500 to $3,500, according to his statement. The Authority approved a memorandum of understanding (MOU) for a 2020 Belmont trailer that the township uses as a mower backup; the MOU mirrors the arrangement used for the sold Ford truck.
Solicitor Stephen Kalis read the Treasurer's report dated Feb. 10, 2025: Operating accounts $4,198,015.13; Capital accounts $1,855,467.27. The Authority approved the treasurer's report and voted to pay operating bills totaling $33,073.20, which included invoices for Ebert Engineering ($6,312.59), DelVal interest ($7,897.13), health insurance ($6,453.18), IT retainer ($3,316.08), pump-station communications ($1,815.40) and diesel ($1,810.66). Motions to approve the treasurer's report and pay bills passed 3-0. The meeting adjourned at 6:24 P.M.; the next regular meeting is April 14, 2025.
The Authority did not set a date for any follow-up hearing on the overflow; staff indicated generator repairs and further review of the transfer switch will be handled as part of ongoing operations.
